The Federal Telecommunications Act of 1996 Land Use Considerations: The Issue of Local Residential Autonomy vs. the Congressional Mandate

Everyone seems to want the ability to communicate via cellular phone from any possible locations. Yet, it seems that no one wants to have his or her property value placed in jeopardy due to an unattractive cell tower being located nearby. Moreover, local and municipal zoning boards are caught in a Catch-22 between passing laws that will preserve local land use (as in turn property values) and allowing the construction of cell towers to provide wireless communications in their townships.
